Request for Proposals: Electric Vehicle (EV) Charging Infrastructure Assessment

Introduction

The Huron County Economic Development Corporation (EDC), through funding provided by the Michigan Department of Environment, Great Lakes, and Energy (EGLE), is seeking qualified firms or individuals to conduct a comprehensive county-wide electric vehicle (EV) charging infrastructure assessment. This project is funded through the U.S. Department of Energy’s State Energy Program (SEP). SEP provides grants to states to support the adoption and implementation of energy waste reduction and renewable energy strategies.

This assessment will focus on three key objectives: modeling future demand for EV charging, identifying optimal sites for charging station installation, and outlining potential funding sources to support implementation.

Scope of Work

The selected contractor will be responsible for performing a comprehensive county-wide electric vehicle (EV) charging infrastructure assessment for Huron County. The goal is to identify current gaps, determine future infrastructure needs, and provide actionable strategies. The scope of work includes the following: 

  1. Comprehensive review and mapping of the county’s existing EV charging infrastructure

    1. Identify current EV charging stations and categorize by charger type (Level 1, Level 2, DC fast charger), network connectivity, and capability (number of ports). 

    2. Assess ADA accessibility of existing sites

    3. Identify underserved areas and major travel corridors lacking adequate infrastructure

  2. Public and Stakeholder Engagement

    1. Design and conduct an online survey to gather input from residents, businesses, and visitors about EV adoption barriers, charging habits, and infrastructure needs

    2. Engage with local governments to collect publicly owned sites for consideration

    3. Explore partnerships with municipalities, businesses, and utility companies for potential site development and support

  3. Modeling Future Changing Needs

    1. Use traffic volume data, EV market projections, and regional travel patterns to model anticipated demand

    2. Incorporate state and national EV adoption trends, seasonal tourism impact, and potential policy or incentive impacts into forecasting.

  4. Site Evaluation and Scoring

    1. Evaluate potential EV charging station sites using collected data and community feedback 

    2. Score sites based on criteria such as proximity to traffic corridors, electrical infrastructure capacity, visibility, ADA accessibility, and alignment with local plans and ordinances

    3. Prioritize locations serving tourist destinations, commercial hubs, and underserved areas to provide equitable access

  5. Cost Estimations

    1. Develop detailed cost estimates for up to six high-priority EVCS sites

    2. Include itemized estimates for hardware, electrical infrastructure, site preparation, installation, and operational costs. Integration of networking and data/analytics tools will also be considered

  6. Regulatory Review

    1. Assess relevant local codes and ordinances for the six selected sites

    2. Identify any barriers and provide recommendations for amending regulations to enable development of EVCS

  7. Identify Funding Opportunities

    1. Identify and evaluate available funding sources, including federal, state, and local grant programs, utility company incentives, and public-private partnership models

    2. Provide guidance on eligibility, application processes, and strategic recommendations for leveraging these opportunities

  8. Final Report

    1. Prepare a final report summarizing all findings and recommendations

    2. Include a prioritized list of sites, cost estimates, and proposed funding strategies

    3. Provide a timeline for phased implementation and guidelines for future monitoring and evaluation of EVCS performance and usage

Proposal Requirements

Proposals should include the following:

  • Cover letter summarizing qualifications and interest

  • Detailed work plan and timeline

  • Relevant experience and past project summaries

  • Bios or resumes of key staff

  • Cost proposal (including a breakdown of labor, travel, data analysis, and reporting costs)
